Assumption: Harry Reid has lost control of Majority Leader since Republicans have taken over or or if Romney wins or becomes nominee. There are 51 democrats and 2 independents in the House. If all 51 +2 vote yes provided That the 5 democrats that voted against it last time are convinced to vote yes *Ben Nelson voted no and is retiring, *Tester voted no, but could be persuaded if legislation was passed that would keep illegal Canadians out of Montana, *Max Baucus voted no and the same situation would apply as with Tester *Kay Hagan switched her vote of yes to no at last minute so she could be likely to be convinced to switch back. *Mark Pryor voted no and could be persuaded to vote yes if Bill Clinton can convince him too. He is from Arkansas. *Joe Manchin did not vote last year and can be convinced to vote yes So vote total is at 53. There are 2 republicans who voted yes that are still in congress. One won her reelection last year and the other has no opposition next year. So that brings count to 55. There are 3 republicans who did not vote last year. So lets’ assume that Orrin Hatch and one other were to change mind that brings total to 57. 2 republicans are retiring and could be persuaded to vote yes. Vote count is 59 60th vote cans be from Scott Brown, He is R and if he loses, He could decide that a vote of Dream Act will guarantee him democratic votes if he were to run against John Kerry or (see below) If Obama wins it is said that Kerry will most likely be in cabinet. Preferably Secretary of State, it is likely that his replacement will be democrat but will soon have to face election, which brown will run in. 61st vote go be Olympia Snowe, she is one of the most moderate in senate and faces no opposition or serious opposition in her reelection bid 62nd vote could be Dean Heller of Nevada, who loses his reelection and votes yes to put him in serious contention going against Reid in 2016. Especially if Reid is not majority leader if republicans take over 63rd vote, Susan Collins, another moderate republican of US Senate, colleague of Olympia Snowe 64th vote, John Corynyn, senator from Texas, voted against it last year but in hearings this year he noted he could be likely for it if certain changes were made 65th vote. Notes: Among the republicans mentioned as possibility, there will probably be a discussion of which republicans are likely to pick up democratic votes in their reelection There will be discussions among each other as to who can most afford to vote yes and who can’t. For sake of debate, lets assume that DREAM Act passes the House. There will be lots of wrangling and compromising going on to see that it passes. The vote takes place after election and Harry Reid will hold it before any new senators get sworn into senate right away.
